The second phase of the Gaza ceasefire agreement, which US Special Envoy to the Middle East Steve Wittkopf announced on Wednesday had begun, includes several provisions, most notably the Israeli withdrawal from the Gaza Strip and the start of reconstruction.
Wittkopf announced the launch of the second phase of President Donald Trump’s 20-point plan to end the conflict in Gaza, which moves from a ceasefire to the formation of a technocratic administration and reconstruction.
Whitkopf explained that the second phase is based on establishing a technocratic Palestinian transitional administration in the sector, under the name “National Committee for the Administration of Gaza,” in parallel with launching comprehensive reconstruction projects and “disarmament.”
The announcement of the launch of the second phase came late, as a result of Israel’s procrastination in entering it, which was supposed to happen after the handover of the living occupation prisoners held by the resistance in Gaza, which ended in the first week of the agreement.
Phase Items
The second phase of US President Donald Trump’s plan, which consists of 20 points in total, includes the following:
• Establishment of the Peace Council and its executive arm, the International Stabilization Force (Peacekeeping Force), in accordance with UN Security Council Resolution 3803.
• Forming a Palestinian technocratic government (local administration).
• The withdrawal of the occupation army to the red line means that the area of the regions controlled by “Israel” will be equivalent to about 20% of the area of the Gaza Strip.
• Under the agreement, Israel is prohibited from occupying or permanently annexing the Gaza Strip.
• A plan to deal with the resistance’s weapons and the remaining tunnels in the Gaza Strip.
• Starting the plan to rebuild the sector and remove rubble and debris.
As for the Rafah land crossing, opening it is one of the provisions of the first phase of the agreement, which is being obstructed by “Israel” and is trying to use it as a pressure tactic to delay moving forward with the agreement.
The second phase of the Gaza ceasefire agreement is considered the “most complicated” due to the overlap of humanitarian and political issues, and Israel’s procrastination in moving forward with the implementation of its provisions.
It is worth noting that the occupation army did not adhere to the protocol stipulated in the first phase of the ceasefire agreement, especially with regard to the provisions for humanitarian aid, the cessation of targeting and bombing, and the opening of the Rafah land crossing.#Phase Two Items
